There is the issue of NATURAL OCCURRENCE (either you have the facility/infrastructure or not, the flood would still come). And the issue of DRAINAGE (i.e Govt and the people must prepare in advance).
The Lagos State govt through the commissioner for Environment and Water resources, Dr Tunji Bello, has alerted the public of an impending heavy rainfall in September and October, warning residents to be wary of possible flooding in some parts of the state. #YourViewTVC
