<p>Giving the clarification was the state&#8217;s Commissioner For Local Government, who says the London Paris Club Refund was handled by the local governments in line with the financial autonomy that the third tier of government should enjoy.</p>
<p>Correspondent Ovieteme George reports that a drop in the Federal Accounts Allocation Committee took its toll on states<br />
in the country, including the Local Government Areas.</p>
<p>In Bayelsa the council areas are still owing staff after payment of fifty percent of their salaries before the monthly allocation from FAAC appreciated.</p>
<p>The State government is unhappy about reports from certain quarters that it is tampering with funds meant for the Local Government Areas.</p>
<p>The Local Government Commissioner and the State Secretary of the Association of Local Government Chairmen throw more light on why the councils are still owing workers.</p>
<p>Appreciating Labour Unions in the State and Local Governments, Agatha Goma says the policy of &#8221; No Work &#8211; No Pay &#8221; is meant to sanitize the civil service and not to witch-hunt anyone.</p>

TVC News Ovieteme George tells us that this move is for authorities to find jobs for the unemployed in the state.</p>
<p>Governor Seriake Dickson inaugurated a committee on the collation of unemployed graduates in the state.</p>
<p>He promised to replicate same in the eight local government areas &#8211; a function later performed by Deputy Governor Gboribiogha Jonah.</p>
<p>Ezetu Ebikabowei, a 23 year-old Sociology graduate from the Niger Delta University, Amassoma, is happy with the Bayelsa State government&#8217;s move to reduce the unemployment statistics, but wants a transparent data collation process.</p>
<p>Membership of the Bayelsa Unemployed Graduates Committee is drawn from the council areas with Caretaker Chairmen expected to play active roles.</p>

										<content:encoded><![CDATA[<p>The Bayelsa State government wants to build one hundred and ten units of  duplexes and another two hundred and fifty units of <span id="more-44714"></span>bungalows to meet the housing needs of civil servants and people of the state.</p>
<p>The decision was reached at a meeting of the state executive council in government house, Yenagoa.</p>
<p>TVC&#8217;s Ovieteme George reports that the construction of one hundred and ten duplexes is approved the state executive council or the low density area.</p>
<p>In situations where affordability becomes a hindrance to owning a duplex, the middle class civil servant may consider a second category of the housing scheme.</p>
<p>The new Acting Head of Service, Thomas Zidafamor attempts to douse fears in the workforce over the launch of &#8220;Operation No Work &#8211; No Pay&#8221; in the state.</p>
<p>The Bayelsa State government wants a total transformation of the civil service for improved performance in 2017.</p>

<p>Governor Seriake Dickson has also given approval to a Nigerian car manufacturing company to establish an Automobile Industrial Park.</p>
<p>Eighty percent of amnesty beneficiaries are indigenous to Bayelsa State, and the state witnesses some manner of unrest whenever there is a delay in the payment of their monthly stipends.</p>
<p>The programme has churned out graduates in various fields, and yet many still look up to the Amnesty office for starter packs for economic self sustenance.</p>
<p>Dickson is pleased with their mission to Bayelsa and gave his assurance of a viable partnership to promote economic development in the state.</p>
<p>The visitors later went to the one hundred and twenty seven hectre Epie Upland Fish Farm in Yenegwe to have a first hand view of the aqua culture project.<br />
